In my judgment this work radiates a more faithful portrayal of the energy of the Theotokos than the many sentimental realistic “Virgins” found in some of our Churches. I wonder what makes those romantic “Mary’s” to be icons, while this “picture”, remains folk art.

Those romantic "Mary's" are not, and will never be ICONS!
Those "Mary's" are not "talking" to our souls, they are "talking" to our senses, and that's not the purpose of an Icon. An Icon shouldn't get us emmotional when we're looking at it. An Icon has to remind us of the life after death, of the kindom of heaven, of the great thing that the saint painted there did in his life, and not finally of Christ an d His Resurrection.

Is this an icon?
YES, for those who painted it, in that time, and because it's "the icon" from their hearts. Imagine that: you are lost, somewhere, and you want to have "the image" of Christ beside you, where you eat, where you sleep, where you are praiyng. You try to paint with some lines Christ's image, but what you get it's a face not very preety, maybe, and not like the icons we know today. And maybe you do not know all the elements and symbols of the iconography, BUT for you this "face", these lines, together, that you have made with your hands, with so few elements, this "face" is the ICON of Christ! "Eikon" = image, in greeke.
Is this an icon?
If we want to find theologie, orthodox dogma, and what Saint Joan of Damasc, Saint Theodor, Saint Grigorie Palama, and others, teached us that it's an ICON, an Orthodox Icon, then we have to admite that it's not an Icon, it's religios art, as some of you said.

Yes it is icon, this is peasant art, not only byzantin style :) It seeming curious, but in Romania is many exhibition of painting with this style:
