The purpose of shooting a darker foreground at this moment is to get all the attention on the sunset lighting and to contrast with the sky, which give an impression of deepness and a better sense of last sunrays atmosphere.

To my mind, it would be appreciably better to make an exposion measurement relatively the dark parts of the scene. Although such picture looks good too.
